ESO Performance Panel End of Year Review 2019-20

The ESO Performance Panel (the Panel) plays a central role in the ESO’s regulatory and incentive framework. It challenges the ESO’s plans before the start of the year, evaluates the ESO’s performance after six months (the mid-year review) and then performs an end year assessment.

We are publishing this report as the secretariat for the Panel, detailing the Panel’s end of year assessment of the ESO’s performance for the 2019-20 regulatory period. This report reflects the views of the Panel, not Ofgem.

This Panel report forms a recommendation to Ofgem on the ESO’s performance. We will use this recommendation alongside other evidence collated throughout the year to determine a financial reward / penalty for the ESO worth ±£30m.

Electricity Distribution – Notice of proposed licence modifications to the special licence conditions of the electricity distribution licence and the ED1 Price Control Financial Model

We are inviting views on a proposal to modify the Special Conditions (also known as the Charge Restriction Conditions) of the RIIO-ED1 Licence and the ED1 Price Control Financial Model.

Over the course of the RIIO-ED1 Price Control we have identified a number of minor changes we believe should be made to the Special Conditions of the Licence. The changes are required to improve the clarity of the conditions of the Licence, by correcting evident mistakes including typographical errors, incorrect cross-references and formatting errors.

One of the changes we are proposing is a change in the capitalisation rate for SSEH. This will require a modification to the ED1 Price Control Financial Model in order for this to impact allowed revenue in the November 2020 AIP.

Responses to this statutory consultation should be submitted by email on or before 29 July 2020.

Data Communications Company (DCC): Regulatory Instructions and Guidance 2020

The Data Communications Company (DCC) is required to report price control and quality of service information by 31 July following the end of each regulatory year.

The Regulatory Instructions and Guidance (RIGs) define the manner in which DCC should report key price control and quality of service information in its annual price control submission. DCC is required to submit this information to the Authority in accordance with the RIGs under Conditions 31 and 32 of the Smart Meter Communication Licence.

Stakeholder Engagement Panel 2019-20

Angela is Director of Future Markets and Engagement at ELEXON, and has more than 25 years of experience in the UK/EU electricity and gas sector, with a particular focus on communication, policy, safety and vulnerable customers. Having started her career at Scottish Power, Angela spent 15 years in a variety of commercial and finance roles, latterly as UK Strategy and External Affairs Manager (Retail, Renewables, Generation and Trading).

On leaving Scottish Power, Angela became an independent strategic energy market advisor and was concurrently Director of Gas, Communications and European Affairs at the Energy Networks Association trade association. Angela has chaired and led a number of significant industry developments and projects.  She became an inaugural Trustee of the Gas Safe Charity in 2009 (linked to the Gas Safe Register) and still serves on the Board today. She was previously Chair of the Gas Forum trade association (representing gas Shipper/Suppliers), Vice Chair of the Gas Industry Safety Group, Trustee of the Gas Safety Trust and the Scottish Power Energy People (fuel poverty) Trust.

In addition Angela chaired the Communication Sub-group of the DECC Energy Emergencies Committee (linked to Cobra) and was instrumental in setting up the Energy Suppliers’ Home Heat Helpline initiative through the Energy Retail Association. She also held the role of Green Deal Programme Director for Ascertiva Group (the commercial arm of Electrical Safety First), attaining one of the first accreditations as a Green Deal Certification Body.

UNC729 Applying a discount to the Revenue Recovery Charge at Storage Points: Urgency Application

On 24 June 2020, the Joint Office of Gas Transporters received a request from Storengy UK Ltd that Uniform Network Code modification UNC729 ‘Applying a discount to the Revenue Recovery Charge at Storage Points’ should be treated as ‘urgent’ and proceed under a timetable approved by Ofgem. After considering the justification provided by the Proposer for this request, we have decided not to grant urgent status for UNC729. We set out our reasons in our letter.
