Statutory consultation on proposed modifications to CRC 3F.25 of Western Power Distribution Plc’s licences and to paragraph 7.37 of the ED1 Price Control Financial Handbook (fast-track licensees)

In our October 2019 reopener decision for Specified Street Works Costs (SSWC), we indicated that we intend to consult on modifications to CRC 3F.25 in WPD’s licences to correct an oversight in the definition of the SSWC. This consultation seeks views on these modifications, and on corresponding modifications to the ED1 Price Control Financial Handbook (fast-track licensees).

ECO3 First Time Central Heating Pre-Conditions (Insulation): Technical Report Template

There are cavity wall and roof insulation pre-conditions associated with first time central heating (FTCH) measures installed under ECO3.

This report template relates to technical reasons for not meeting the cavity wall insulation pre-condition. This technical report template can be used to evidence instances where there are technical reasons why a cavity cannot be filled. In such instances, this report along with valid technical reasons for not insulating the cavity will satisfy the cavity wall insulation pre-condition for the premises it relates to. This report can also be used to evidence that walls are of solid wall construction. The report must be completed by an appropriately qualified chartered surveyor or structural engineer.

Seamer Power Limited- Notice of grant of an electricity generation licence

NOTICE UNDER SECTION 6A(5) OF THE ELECTRICITY ACT 1989 OF THE GRANT OF AN ELECTRICITY GENERATION LICENCE

The Gas and Electricity Markets Authority (“the Authority”) hereby gives notice pursuant to section 6A(5) of the Electricity Act 1989 (“the Act”) that on 20 January 2020 an electricity generation licence was granted under section 6(1)(a) of the Act to Seamer Power Limited (company number 10698870) whose registered office is situated at Tickton Hall, Tickton, Beverley, North Humberside, HU17 9RX, United Kingdom, authorising it to generate electricity in the area specified in Schedule 1 for the purpose of giving a supply to any premises or enabling a supply to be so given.

Tariff Guarantee applications

A tariff guarantee allows applicants to the Non-Domestic Renewable Heat Incentive (RHI) to secure a tariff rate before their installation is commissioned and fully accredited on the RHI. The regulations for tariff guarantees were introduced on 22 May 2018.

Tariff guarantees are available for solid biomass CHP, geothermal and biomethane applications of all sizes, as well as for biomass over 1MWth, biogas over 600kWth and ground source heat pumps and water source heat pumps over 100kWth.

There is a new application process for tariff guarantees. For information about tariff guarantees and how to apply see our Guide to Tariff Guarantees.

In order to ensure the RHI scheme stays within budget there are budget controls for tariff guarantees. The budget allocation for tariff guarantees will be set by the Secretary of State and published by the Department for Business, Energy and Industrial Strategy (BEIS).

The below table gives updated information on the status of tariff guarantee applications, and their affect on each year’s allocated budget. We aim to update this table weekly.

Simple Electricity Ltd- Notice of revocation of electricity supply licence

Notice of Revocation

Whereas

1. Simple Electricity Ltd, (company registration number 07545321), having its registered office at Floor 3 Ocean 80, 80 Holdenhurst Road, Bournemouth, Dorset, England, BH8 8AQ, is the holder of an Electricity Supply Licence (the “Licence”) granted or treated as granted under Section 6(1)(d) of the Electricity Act 1989 (the “Act”).

2. Section 6(8) of the Act provides that a licence granted or treated as granted under the Act may be revoked in accordance with any term contained in it.

3. Paragraph 1(e) of Schedule 2 of the Licence provides that the Gas and Electricity Markets Authority (the “Authority”) may at any time revoke the Licence on giving no less than 30 days’ notice to Simple Electricity Ltd where it has not commenced the licensable activity within 1 year after the date on which the Licence comes into force or has ceased to supply electricity to all customers.

4. The licensee has not commenced the supply of electricity to any premises within 1 year of the Licence coming into force.

Reasons for Decision

5. The Authority has decided that the Licence should be revoked in accordance with paragraph 1(e)(i) of Schedule 2 of the Licence because the Licensee has not within 1 year after the date of the Licence grant commenced the supply of electricity to any premises within the specified area in Schedule 1.

Therefore

6. The Authority hereby gives notice that, unless the Authority otherwise directs, the Licence will be revoked with effect from 17 February 2020.
